They can be the same. Some flat irons come with ceramic plates. These are better than the metal plates because the heat is more evenly distributed, so you will have better results. It is easier on the hair, too.
Flat iron is the name of the appliance (like curling iron, hair dryer, etc), but a ceramic straightener is a type of flat iron, where the plate is made of ceramic.
